A split tube collar with tilting flared skirt for clamping tubing at angles up to 45° while keeping the mounting surface flush. The sleeve clamps around the tube with two halves held by zip-tie grooves, while the two-piece flange pivots on a ball-and-socket joint so it rotates independently of the tube angle. Adjustable for tubing diameter, sleeve height, wall thickness, flange size, mounting screw holes, and zip-tie groove placement.
